There are 100 milliseconds in a second. 60 seconds in a minute. 60 minutes in an hour. 24 hours in a day. 7 days in a week. 4 weeks in a month. 12 months in a year. 10 years in a decade. 10 decades in a century. 10 centuries in a millennium. Approximately, 67.2 years in a human lifespan. Which is amazingly small compared to the billions of years the rest of the universe has been around.
What if, we weren't just living out tiny lives that only last, roughly, 67.2 years. What if, we were living a life that's billions and billions years long?

Earth, a beautiful globe sitting out in the darkness of space. With an axis to revolve on. A moon that orbits around it. A sun to orbit. A solar system to be held together in. A galaxy to revolve that's revolving. A universe to aimlessly drift in.
On the ground, seven billion people, plus plants and animals live on it. It is a never-ending, never resting place of chaos. Or is it?

One day it stopped. The Earth with all it's living things stopped. The planet stopped revolving. The moon stopped revolving around it. The Earth stopped revolving around the sun. The solar system stopped orbiting the center of the galaxy. The galaxy stopped moving in space.
Every living thing on Earth just stopped also. Not a single breath nor heartbeat came from anything living on Earth. The wind, the rain, the waves, the noises, and the light from the sun stopped, and disappeared. The universe sat motionless, in silence and darkness.
The universe continues to sit there in dark, silent, and motionless petrification. It sat that way for milliseconds, seconds, minutes, hours, day, weeks, months, years, decades, centuries, and millenniums. In fact it continued into millions and billions of years. All the while, everything on Earth is still frozen.

You, as the reader, may say that is impossible, we would have noticed. Except how would've we. It could happen every other 5 seconds. The universe stopping for a billion years and then starting, but only for another 5 seconds. You might ask, why does this happen? I do not know, only the creator does. You might also ask, how does it happen? Again I will say, I do not know, only the creator knows.
Next time you are staring out your window at the street, where children once played, and now is occupied by the shadow of the clouds above. Ask yourself, how long have I waited, and how many times? For you can never know the possibilities the universe holds.

This is actually an interesting concept-your examples of the enirety of spacetime just freezing-time somehow pauses, leading to everything else pausing as well. With everything pauses, nothing changes, thus allowing your story to be true. The only loophole in this is that we humans know of no such law of physics that could possible allow this to occur. However, this loophole can be made to work in a multiverse setting-where there are multiple universes, and the possiblilites of parallel or dead universes are endless. It could be possible that life evolved in our universe because it was the only one that that allowed life to evolve-but we can never truly know, as of the present. Your story could very well take place in an unstable parallel universe, or even our own. Like you said, jsut because we cannot detect it doesn't mean it isn't there.
